At the table
Players allocate effort to actions, splitting it between tasks or committing more at the risk of overexertion. Character abilities and circumstances guide the outcome instead of a dice roll.

The historical free-distribution permission is documented; current terms for new works remain unconfirmed.
Conditions
The historical 1.0 licence permits free distribution of the unchanged core and free compatible supplements that require it. Supplements may use system terminology and blank sheets, but not reproduce the rules. Include the compatibility notice on the first or copyright page, send the publisher a copy and allow its free archival/promotional distribution. Charging requires a separate commercial licence. New works must include the latest licence; the terms supplied with the current 1.1P download have not been verified.
