What is it about?
NerdBurger Games’ CAPERS places heroes amid 1920s organized crime. The current core-book page includes rules, character creation, GM guidance and cities; Covert and Cyberpunk are different products.

Create a superpowered criminal or defender of the law and pursue a place in the struggle over illegal alcohol and organized crime. Use the core book’s player and GM procedures; the separate CAPERS Core SRD supplies reusable system rules.

The publisher confirms a Creative Commons SRD and free fan content, but its exact licence remains unchecked.
Conditions
The official FAQ identifies CAPERS Core as Creative Commons and permits free fan content. Its SRD download reference currently has no link, so the licence variant, version and full conditions could not be inspected. This does not confirm commercial reuse of the core book’s text, setting or art. Keep the SRD grant separate from the complete game and supplements.
