01

What is it about?

Four Color/4C originated with Phil Reed in 2007. The reviewed 2012 Libre Edition by Chris Sakkas preserves the public-domain rules and Weapons & Gear while removing protected original material; it is a toolkit for building games.

02

At the table

Create origins, ranked traits, skills and powers. Roll percentile dice from 00 to 99, treating 00 as zero, and cross-reference the trait rank on the Master Table. Black, red, blue and yellow results determine the outcome.

Commercial reuse is confirmed for the public-domain text and the 2012 Libre Edition under CC0.

Conditions

The inspected Libre Edition permits copying, modification and commercial games without a mandatory copyright attribution or ShareAlike requirement under CC0. Its editor’s own bibliography confirms that edition. Do not transfer its dedication to the original book’s protected credits, illustrations or layout, or to Marvel characters and settings. Creator names are not a grant of endorsement. The original store download was not inspected; the linked public PDF identifies the separate Libre Edition explicitly.
