What is it about?
SoulMuppet’s Gangs of Titan City follows desperate outcasts building a criminal gang. The original 2022 quickstart listing is publicly accessible; it offers the free PDF through the store, not an inspected direct full-file download. The publisher’s current licence explicitly includes this game.

At the table
Choose a gang and individual Gutter roles. Plan during Escalation, act during the Operation and face Fallout. Roll 2d6 plus an Approach: 7–9 is partial success and 10+ full success.
